Allocation of Safety Function (SIL Classification)

Following the Hazards and Risk Assessment, the IEC 61511 safety lifecycle model requires to identify all safety functions (SF) for each middle or high risk HAZOP scenario, and to allocate target SIL for each hazard scenario. If further reduction is required, an SIF shall be allocated. This target SIL is determined by taking into account the initiating event likelihood (IEL) and independent protection layers (IPL) such as PSV, alarm, BPCS, etc.

Customer Challenges

  • It is hard to be sure if the safeguards and recommendations in each scenario of HAZOP report are enough to protect people, asset, environment and company reputation.
  • Accurately budgeting for process safety equipment, allowing for the protection of people and plant whilst complying with government regulations.

Our Solution

Yokogawa provides LOPA consulting services for allocation of safety functions (SF), complying with strict LOPA guidelines in determining the target SIL. The adopted LOPA methodology is very helpful to prevent applying exaggerated probability of enabling event, conditioner modifier, and IPL credit leading to safer design. Yokogawa utilizes PHA-Pro LOPA sheet (or Yokogawa in-house/client template) during LOPA workshop. Using the same tool allows integration of safety information between HAZOP, LOPA and even Safety Requirement Specification (SRS), hence preventing loss of inaccurate transferring of information from one activity to the next. This increases the quality and efficiency of the LOPA workshops. Yokogawa can offer other risk assessment methodologies (e.g. risk matrix, risk graph) as an option too.

Customer Benefits

  • Yokogawa Functional Safety Experts provide a comprehensive and accurate result, to help you protect people, plant assets, the environment and comply with legislation.
  • Ensuring that expenditure on safety critical equipment is budgeted accurately.
  • Yokogawa is employing PHA-Pro as a tool, for LOPA consulting. LOPA sheet of PHA-Pro meets the requirements of IEC 61511 and Center for Chemical Process Safety (CCPS) LOPA handbook, which is designed for efficient LOPA workshops. Yokogawa’s LOPA consulting scope includes even hazard scenario without SIF to verify if IPL design is safe enough to exclude SIF.
  • LOPA sheet of PHA-Pro provides a graphical analysis report of statistics of scenarios and reduces typos.

Yokogawa safety consultants provide high quality consulting with practical knowledge of instruments and plant processes. Customer can be convinced that their P&ID design is safe after LOPA consulting.
