Can I write the PV value with the UM33A via CC-Link communication?

Yes. Set the input range to 0-10 V. Short the input terminal (terminal no. 202-203). If you write the value to the parameter's bias (BS) item, it is reflected to the PV value. Note, the profile is overwritten so you need the LL50A.
